Review of Teacher Allowances
In 2012 there was a public service-wide review of allowances and premium payments – including allowances for teachers. All new allowances were suspended pending that review. Circular Letter 0008/2013 details the outcome of that review as it applies to teachers.
Unclaimed Qualification Allowances
In situations where a teacher had an entitlement to a qualification allowance prior to 05th December 2011 and has failed to claim this allowance, this should be done within a period of 3 months from the date of CL 0008/2013 i.e. by 25/04/2013.
For further information on entitlements to qualification allowances, see Appendices 4-7 to the Circular. It should be noted that these appendices do not apply in the case of teachers employed on a casual basis.

2010 Qualified Teacher Rates of Pay:

2011 Qualified Teacher Rates of Pay
- Teacher first employed in a fully qualified* (and after September 2010 – T.C. registered) teaching post from 1st January 2011 to 4th December, 2011 (both dates inclusive).

2011 Qualified Teacher Rates of Pay – with Cap on Qualification Allowances
- Teacher first employed in a fully qualified* (and after September 2010 – T.C. registered) teaching post from 5th December 2011 to 31st January 2012 (both dates inclusive). Cap on allowances to maximum combined value of honours undergraduate degree level. (If, at first appointment, teacher was eligible for allowance(s) below equivalent monetary value of honours undergraduate degree level then no additional allowances will be paid if s/he acquires a further qualification – see CL 0008/2013 for full details).
- *Appropriately qualified for the post/sector to which appointed.
2012 Qualified Teacher Rates of Pay
- Teacher first employed in a fully qualified* (and after September 2010 – T.C. registered) teaching post from 1st February, 2012.
- *Appropriately qualified for the post/sector to which appointed.
Person employed in a teaching post in an UNQUALIFIED capacity and who became eligible for the qualified rate of pay on or after 1st February 2012 will be placed on the February 2012 pay scales from the date on which s/he was appropriately qualified and registered. No allowances will be paid regardless of qualified status in another sector. Incremental credit may be payable for qualified service in another sector (Primary, Secondary, Community, Comprehensive and ETB).
Hourly Rate of Pay for Casual Qualified Post-Primary Teachers
Hourly rates of pay for casual part-time and casual substitute appropriately qualified and registered teachers – for first 150 such hours in a school year:
2010 Qualified Casual Teacher Rate of Pay:
- Teacher first employed in a fully qualified* (and after September 2010 – T.C. registered) teaching post before 1st January 2011 = €46.85 per hour.
- *Appropriately qualified for the post/sector to which appointed.
2011 Qualified Casual Teacher Rate of Pay:
- Teacher first employed in a fully qualified* (and after September 2010 – T.C. registered) teaching post from 1st January 2011 to 31st January, 2012 (both dates inclusive) = €40.10 per hour.
- *Appropriately qualified for the post/sector to which appointed.
2012 Qualified Teacher Rates of Pay:
- Teacher first employed in a fully qualified* (and after September 2010 – T.C. registered) teaching post from 1st February, 2012 = €38. 87 per hour.

UNQUALIFIED HOURLY RATE OF PAY:
Payable to:
- An unqualified person
OR
- Unregistered person in a teaching post regardless of qualifications held
OR
A registered teacher who is not appropriately qualified for the position/sector to which s/he is appointed.
2010 Unqualified Rate of Pay:
- Person first employed in an unqualified Oireachtais funded post before 1st January 2011 : € 40.85 per hour.
2011 Unqualified Rate of Pay:
- Person first employed in an unqualified Oireachtais funded post from 1st January, 2011 to 31stJanuary, 2012 (both dates inclusive): €36.76 per hour.
2012 Unqualified Rate of Pay:
- Person first employed in an unqualified Oireachtais funded post from 1st February 2012): €36. 76 per hour.
